Sift the flour and cocoa powder then mix it together.
In a pan over low heat, melt the butter then add the evaporated milk and sugar. Mix until the sugar is completely dissolve.
Add the vanilla essence and gradually combine the dry ingredients. Stir until smooth and no more lumps. Continue to cook for 5-7 minutes or until the mixture thickens. Transfer to a pan or container and spread it evenly.
For the toppings, combine evaporated milk and chocolate melts. Microwave for 20-30 seconds. Mix until smooth and well combined.
Pour it to the brownie and sprinkle with crushed peanuts.
