Preheat a pan in medium fire.
Add some cooking oil.
Drop the butter on the pan and let it melt.
Add the garlic and Saute until light brown.
Add the onion and the pepper.
Drop the mussels and stir.
Add some salt and stir.
Cook and stir until the shells are open.
Served.
